Before 2020, cross-border initiatives were mostly about shared intent; now, they increasingly focus on technical interoperability, audit mechanisms, and joint enforcement coordination.

The EU–U.S. TTC and the OECD Observatory are leading examples of structured engagement, while emerging regions such as Africa and Southeast Asia are building dialogues with established regulatory hubs to align principles and attract responsible investment.

By 2025, nearly half of G20 members participate in at least one formal AI regulation cooperation mechanism, and many belong to multiple overlapping forums.

The challenge is that these initiatives often differ in legal weight—some are purely advisory, while others hint at eventual mutual recognition of AI compliance certifications.

My Take (Analyst’s Perspective)

From my perspective, cross-border cooperation is both the most promising and the most complex frontier of AI regulation.

Why services outpace software early—and then converge

Early in the curve, organizations lean on experts to interpret rules, build controls, and pass first-time assessments.

That’s why services dominate in 2025–2027. As internal governance matures, spend shifts toward platforms that make compliance durable and cheaper per model: automated documentation, test harnesses, lineage tracking, and alerts.

By 2030, each new model added to a portfolio is far less expensive to govern because controls are embedded in pipelines rather than patched on the side.

Signals I’m watching

  • Procurement clauses: Large buyers (governments, regulated industries) are already writing AI assurance into contracts; that locks in multi-year software seats and recurring audits.
  • Assurance standardization: As templates for testing and reporting stabilize, software adoption accelerates and unit economics improve.
  • Incident disclosure norms: The more formalized post-deployment reporting becomes, the stronger the pull for monitoring and evidence systems.

My take (analyst’s perspective)

I’m bullish on the software curve. Today’s pain points—manual documentation, scattered model inventories, ad-hoc fairness and safety tests—are precisely the kinds of tasks software is good at industrializing.

Services won’t vanish; in fact, specialist auditors will become more valuable as the bar rises.

But the center of gravity will shift toward productized compliance, where evidence is generated as a by-product of normal ML operations rather than as a scramble before an assessment.

The risk, frankly, is uneven affordability. If tooling remains priced only for the largest players, smaller firms will struggle to meet the same bar, and we’ll entrench a two-tier market.

The opportunity is the opposite: open standards and interoperable evidence formats that let startups meet obligations without outsized overhead.

That’s the fork in the road. If the ecosystem leans into interoperability and measurable outcomes, this market won’t just grow—it will make AI safer and more trustworthy at scale.

Between 2017 and 2025, AI governance matured from discussion papers into enacted laws, compliance programs, and international partnerships.

Yet the statistics tell a nuanced story: while the number of regulated jurisdictions and national strategies has multiplied, the pace of harmonization remains uneven.

Some regions now legislate with precision, while others still navigate through voluntary principles and fragmented oversight.

Financially, the trend is unmistakable. Compliance has become a measurable cost of doing business, and governments are beginning to invest in enforcement infrastructure.

The next five years will likely see a shift from policy design to operational delivery—where laws are enforced, audits become routine, and compliance technology integrates directly into machine-learning pipelines.

As an analyst, I see the growing web of AI regulation not as a constraint but as a natural milestone of technological maturity.

The same way financial and environmental standards once reshaped global markets, AI governance will define credibility and competitiveness in the digital era.

The challenge for policymakers and businesses alike is to ensure that regulation protects society without stifling the creativity that made AI transformative in the first place.

In short, the numbers in this report describe more than legislative activity—they capture the early architecture of a global system of accountability that will shape how intelligence itself is governed in the years to come.
